How to solve it

Use the buildings as a scaffold. Rooflines and the edges of walls are long straight runs that join quickly, and a row of windows tells you exactly where a piece sits. Build the houses first, then the street or water in front of them, and leave the sky and distant hills to last. Snowy villages are the exception: the white roofs repeat, so work from the lit windows outward.
